The Office of the Head of the Civil Service of the Federation (OHSCF), has announced its plan to implement the Human Resource module of the Integrated Personnel and Payroll Information System (IPPIS) of the federal civil service by November 21, 2016.

The aim of this module is to improve efficiency, consolidate staff records, determine the entry and exit of staff members, and determine the actual number of personnel – basically, to catch ghost workers.

The IPPIS was created in 2007 with the aim of building a centralized database system for the employees of the Nigerian public service. And according to

reports, the system has saved the government money over time.

This verification of the civil service employees will be carried out by completing a HR data form online, on a portal which will open on Monday, November 21, 2016.  After that, the public servants will have to submit hard copies of the completed form along with certified copies of accompanying documents to the Permanent Secretary(Common Services Offices), of the OHCSF.

There have been plans to release this module since 2015, but this launch is only just happening. Better late than never, eh? While we applaud the first step of the verification being carried out online, surely, the Office of the Head of the Civil Service can use their resources to put in place a system in that would allow the whole verification process to be completed online, rather than just the first step.

Employees should be able to upload their details and biometric information online after which the data will be crosschecked against existing records. If NYSC and JAMB can adopt easier and more convenient solutions to their registration process, I don’t see why the federal civil service shouldn’t.
