The Federal Government of Nigeria has received support from the African Development Bank (AfDB), Agence Française de Développement (AFD) and the Islamic Development Bank (IsDB) towards the implementation of the Investment in Digital and Creative Enterprises (iDICE) Programme and intends to apply part of the agreed amount for this finance to payments under the contract for a Procurement Specialist.

 The services included under this project include providing leadership for the implementation of iDICE across the various components while ensuring nationwide reach. Reporting to the National Programme Coordinator and without limitation, the Procurement Specialist will undertake the following activities: 

  1. Responsible for implementation and execution of procurement activities for the achievement of key program objectives under the procurement arm of the programme.
  2. Ensure that the project procurement is implemented in accordance with the Financing Agreement executed between the Federal Government of Nigeria (FGN) and all its financing partners.
  3. Be responsible for preparing procurement documents, status updates, contracts and stakeholder reports on iDICE Programme activities with regards to procurements. 
  4. Coordinate and oversee the planning, implementation and tracking of various procurement activities, services and projects tied to the core operations & interventions of the iDICE programme. 
  5. Employ best practice to ensure the application of competitive, transparent, fair standards and practices for the iDICE programme procurements.
  6. To ensure adherence to the iDICE Financiers’ procurement standards and procedures for all iDICE related procurements. The financiers are the African Development Bank (AfDB), Agence Française de Développement (AFD) and Islamic Development Bank (IsDB).
  7. Ensure maintenance of accurate and comprehensive records of all procurement proceedings.
  8. Preparation and coordination of procurement of goods, works, consultancy services and the tendering process. 
  9. Develop a mechanism for monitoring procurement activities.
  10. Lead and advise on contracts awarding, bids opening and evaluation.
  11. Monitor and control procurement processes such as: 
  1. The completeness of the tender documents, tender publications; bid review;  
  2. Follow-up on orders
  3. Follow-up on deliveries
  4. Organize and ensure efficient physical and electronic archiving of procurement documents; 
  5. Engage and work with procurement teams of AfDB, AFD and IsDB

The Bank of Industry now invites eligible Individual Consultants to indicate their interest in providing these services. Interested consultants must provide concise Curriculum Vitae (CV) and any additional documents with the following information indicating that they are qualified to perform the services:

Minimum Required Qualification: 

  1. First degree in procurement or supply chain management or economics or engineering or law or any other relevant field and post graduate training in procurement.
  2. Good knowledge of standard procurement methods and procedures following UNCITRAL model law.  Specific knowledge and experience in AfDB procurement procedures will be a distinct advantage.
  3. Eight (8) years relevant working experience with five years continuous experience is in procurement management at senior level, preferably in an international organization.
  4. Knowledge of African Development Bank and World Bank Procurement Guidelines as well as Agence Française de Développement (AFD) procurement procedures and documentation will be an added advantage.
  5. Experience in training/capacity building and setting up procurement systems in a new organization will be a distinct advantage.
  6. Computer literacy and competence, Microsoft Word, Excel, Access, Power Point.
  7. Proven ability to work and interact with people from diverse, professional, social and cultural backgrounds.
  8. Fluency in written and spoken English.
  9. Expertise in developing tools and methodologies linked to enhanced program design and delivery.
  10. Excellent negotiation and communication skills 
  11. Excellent analytical skills and report writing.
