    The Federal Government of Nigeria has received financing from the African Development Bank, Agence Française de Développement and the Islamic Development Bank towards the cost of the Investment in Digital and Creative Enterprises (iDICE) and intends to apply part of the agreed amount for this finance to payments under the contract for a Creative Sector Specialist.

    The services included under this project include providing leadership for the implementation of iDICE across the various components while ensuring nationwide reach. The responsibilities of the Creative Sector Specialist will include but not be limited to:

    • Responsible for implementation and monitoring activities towards the achievement of key program objectives in the Creative Sector.
    • Ensure that the project is implemented in accordance with the Financing Agreement executed between the Federal Government of Nigeria (FGN) and all its financing partners.
    • Be responsible for developing status updates and stakeholder reports on iDICE Program activities in the Creative Sector.
    • Facilitate marketplace data/insights on the Creative Sector economy to cover key activities (e.g., production, distribution, and consumption).
    • Develop domesticated Creative Sector economy impact programs.
    • Develop a Creative Sector economy commercialization framework.
    • Develop Creative Sector economy IP management framework.
    • Develop a framework for Creative and Culture Commodity Exchange (marketplace).
    • Structure marketplace project financing, revenue model and profitability mechanism (institutional and crowdsourced funding framework).
    • Develop Creative Sector economy financing de-risking mechanism(s).
    • Develop Creative Sector economy SDG strategy and implementation plan – Impact Investment for Creative Content Development for Global Compact (UN/SDG).
    • Develop a detailed omnichannel marketplace distribution framework (integrate to relevant channels).

    The Bank of Industry now invites eligible Individual Consultants to indicate their interest in providing these services. Interested consultants must provide the following information indicating that they are qualified to perform the services:

    Minimum Required Qualification:

    • University degree in Business Administration, Technology, Public Policy or related fields.
    • A minimum of 8 years of work experience in the Nigerian Creative Sector.
    • A minimum of 3 years experience at a senior level in a relevant public institution, private sector or in an international organization, with proven skills in the management and coordination of internationally financed development program(s).
    • Experience managing, designing and coordinating program activities and communication across multiple delivery partners and program donor(s)
    • Expertise in developing tools and methodologies linked to enhanced program design and delivery
    • Excellent problem-solving and analytical thinking skills
    • Excellent negotiation and communication skills 
    • Candidates are expected to have sound knowledge of contemporary issues related to the Creative Sector.

    Eligibility criteria, the establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations (October 2015)”, which is available on the Bank’s website at http://www.afdb.org.
